I would email the seller using the ebay link... not the one in the advertisement. That price is way too good to be true, the advertisement has horrible grammatical errors, and that seller has never sold anything like that. Looks like their account got jacked :(.

I am looking for a 2000-2007 Honda CBR 600, or possibly a 2000-2007 Yamaha R6. I want it to be right around $3000-$5000 depending on miles etc...Pretty much stock, with clear title, and no drops....Is this possible?

Yup, it's possible. I have a buddy with an '05 CBR600F4i, and he got it (with 3400 miles) for $5500 at Full Throttle Motorsports in Lansing.

Sweet, sweet bike. Super solid, fuel injected. Runs as docile as a kitten at sub-4000 RPM. I never attempted to tach it up. I'm sure it roars like a lion.

Found a couple CRB954RR locally today...2002 and 2003... a bit higher then your price range though at $7k

two of those links were for cbr 600's like you were asking for, and both were in your price range... not sure what you are looking for then if those didn't work for you.
